Whirling Blade is your main offensive aggro-holding skill in PvE. The AoE and a decent damage/damage ratio make it a great tool for this purpose. This should ideally be utilized during cooldown. Two instances where it shouldn't be employed when it is removed from cooldown are the time when a boss is about to unleash minions, or when the boss is about to use a heavy attack. In these cases, Defiant Stance or Shield Bash are more appropriate to use.
For PvP battles, this will most often be used as a complement to Shield Bash for extra damage. If you do this the maximum damage you can get is the Full Heavy Attack followed immediately by Whirling Blade. It's not always necessary to be kept for this purpose, especially when it's a large-scale battle, as the potential cooldown reduction can be much greater and capable of being used more frequently.
Shield Bash is best used on cooldown to prevent aggro from the boss in PvE. The only time it shouldn't be used during cooldown is when a predictable and interruptible attack is about to happen. Also, it can be used to stop Defiant Stance's taunt when it's nearing its end. Since the attack has the ability to strike everything in an arc in the direction of you, it is possible to reapply a taunt to everything that is in front of you.
Defiant Stance is best used to prepare for a large damage, or when you are tanking several smaller mobs.
