Soul wars, don't really matter anyhow. Weapons of range could keep activity up but if you're on one of the crowds of the runescape gold world, it does not matter what you do just as long you're hitting at least once every couple of minutes. There will be barragers users of chinners, and 138s with 99 slay who will dominate the day. I personally would just ignore soul wars in general. Barrows have a guide to read. Find out the method you prefer and then alter your gear to follow what it suggests.
If you are able to get an TokkulZo, you should use that instead of an archer's ring: it's part of the older Kiln quest, and it has +4 in all combat statistics, with the exception of prayer and strength, which makes it more powerful than it's archer's band.
An amulet of ranging is probably a better thing to buy instead of a fury because it has a more ranged attack benefit, though it protects slightly less well and has none of the prayers bonus.
There's no need to buy a Robin Hood Hat and an archer helm. For one quick stats check the archer helm has better defense, while the robin's hat gives you +2 more ranged offense. It's really your call, the differences are small. Robins work great as a decorative item. It is recolored to earn loyalty points in Xuan in burthorpe and the varrock.
If you don't own them, purchase a pair of barrow's gloves. They're extremely effective for your glove slot and are extremely useful as result. Also, you'll need to purchase the ranging boots If you want snakeskin, it is best to get them because ranger boots (12M) will not be within your budget.
A shield slot is likely to be a god-illuminated book. The Zamorak book can cost the ungodly amount of 22M one of the best options is armadyl's book of law priced at 1.7M and it has 2 less ranged offenses however, it has defense capabilities and once you've lit it, you'll also get a big prayer bonus.
The cape you wear should be an ava's cape unless you're engaged in an activity that isn't going to work, such as shooting ogres in cages. If that's the case, you'll need to wear your best ardougne cloak or a different one that comes with offensive or pray bonuses. Red dragonhide, of course, unless you want to gain out of the void. I hope that helps!
After looking at your charms, I'm not 100% sure that it's possible to achieve 69 without getting more charms. With golds using barker toads you'd require 1840 gold charms for 160k xp, greens are 1620 using Ibis and Crimsons. with blues and plants that are stranger to you. which runescape items you'll likely want to save but it's 343 with the kyatt's and graahks.
